what is a vagan, please no scientific answers, use laymans terms.

Baetis vagan, aka Blue Winged Olive..... small, green/olive body mayfly with slate grey wings, size 16 to 20, appearing now on a trout stream near you! ;) :D
Good imitations include various emergers, wd40, rs2, sprouts, sparkle comparaduns, cdc sparkle comparaduns, cdc comparaduns, standard comparaduns, thorax, parachutes.... parachutes are probably the most popular and are very effective.
Spinners can be olive body colored or rusty body colored.
Pheasant Tail nymphs are good nymph imitations.
Try fishing a parachute or a comparadun with a 3 foot dropper of 5 or 6x, and a #18 bhpt on the dropper.
If vagans are coming off at the same time as Hendricksons, and the fish won't take your Hendricksons, try a BWO parachute.

I was able to gather this also from the internet though pictures were non-existent unless you searched Blue Olives.

With out getting too technical Vagans is the old scientific for the Blue wing ed olive as has been stated above they are now know as Baetis Tricaudatus. They hatch mulitply times in a season getting smaller as the season goes. They used to be thought of as three seperate species but with the advent genetic testing they have bben found to be the same. They start out as a size 18-20 in spring then summer sized 20-22 then fall they are 22-26. They have a strange habit of flicking their tail up & down as they sit on the water drying their wing for flight. they range from a dark olive brown in the dun to a bright rusty colored spinner. I tie a spinner with a little bit of yellow at the tail as some times they will expire before laying all of their eggs.
