NWCSC Alert: *Serious Legislative Threat to Sportsmen. The Governor's Bill No. 6371, An Act Concerning Funding for The Department of Environmental Protection poses the most significant threat to Sportsmen's interests in a decade. The Bill, as written will transfer all fiscal and program management authority from DEP to the Executive and Legislative branches of government.
The bill; as I have downloaded it, is 85 pages in length and difficult to interpret and understand. It will take some time to realize the full implications of this bill if enacted as is. Rather than attempt to comment on all aspects of the bill, I want to give sportsmen and women some key features of the bill to focus on when they talk to the Governor’s Office and their Legislators. Key provisions of the bill include the elimination of the heretofore dedicated Environmental Conservation Fund. This is the fund that receives all of your license, permit, boating, park fees etc, etc., used to fund DEP operations and programs. The governor’s Bill will transfer all of these fees to the General Fund and force DEP to submit annual budget requests for programs and operations to the Executive Branch of Government, with oversight and approval required by the Legislative Branch. If enacted as is, there will no longer be strong representation of sportsmen’s interest in determining what programs and operations will be funded. Political patronage and lobbyists representing every conceivable environmental agenda will be put into play. *Sportsmen will have no voice in determining how their money is spent. The NWCSC rejects the proposal to eliminate the Environmental Conservation Fund and the corresponding transfer of all Conservation Funds to the General Fund. The bill also provides for a doubling of all sport licenses and permits; in some cases even more than doubling. The fee increases also extend to boating registrations, park fees, field trials, you name it, the list goes on. We had a fee increase just 5 years ago. We all know that DEP has never been adequately funded by the State of CT; but this increase is totally ludicrous and represents nothing less than a luxury tax on our sporting heritage. It must be understood that these provisions were not requested by DEP, they come directly from the Governor’s Office and OPM. The bureaucrats who wrote this proposal have no idea, nor do they care about how many sportsmen will opt out of some or all CT sporting activities. The 40% increase in license and permit fees 5 years ago resulted in a 5 to 8% reduction in license sales. The proposed 100% increase will result in much greater losses to the sporting community. The NWCSC rejects all proposals for license and fee increases that are not the result of DEP recommendations in consultation with the sporting community. *
The Governor’s Bill also eliminates the DEP Pheasant Program. DEP did not request elimination of this program. The Pheasant Program is entirely funded by pheasant hunters in CT. There are no State funds used to support the program. Therefore; there is no rational or financial reason to eliminate the program. In fact, elimination of the pheasant program will result in a further diminishing of license and permit sales. NWCSC rejects any proposal to eliminate the CT DEP Pheasant Program.
There is much more that could be said; but for now, we need action while this bill is just a proposal. Sportsmen must make their concerns known. Please start by calling and/or writing the Governor’s Office, (800 406-1527) and ask that this bill be recalled. We all know that the State is facing major fiscal problems. If the Governor needs Agency cutbacks, we want her to give DEP a targeted percentage reduction and let DEP decide what should be cut.*We do not want sportsmen’s funds to go to the General Fund. Period!
*We want the Environmental Conservation Fund restored with DEP management of the fund.
*We want the Pheasant Program restored.
*We reject all license and fee increases that are not proposed by DEP.
Feel free to add your own comments and observations. Be polite and respectful, but don’t be afraid to point out the impact this bill will have on your culture and heritage. We are fighting for our very survival in this battle. Please don’t wait for someone else to do it for you. Numbers are what counts to politicians and they better hear from us loud and clear.

And sent the following note to the governor and my reps.


I am writing to you in opposition to the current funding proposal related the DEP. In particular, I am concerned that the current legislation usurps the authority of the leaders of this agency by mandating changes to their funding and operations. I fully agree that dramatic action is required in light of the economic conditions. However, it appears the current proposal will raid funds generated by the DEP from sportsman and conservation and use that funding elsewhere. This must not stand.

I encourage you to give aggressive cost reduction targets to all state agencies including the DEP. However, the DEP should manage the attainment of those targets for the benefit of the citizens that they support.

I saw this coming from 100 miles away. In another thread, someone asked if the bad economy is going to impact fishing, well here it is!

Our wonderful state government is in a mess, and of course it is us, the voting public that always gets punished. They also plan to raise fees at the DMV and our wondeful governer Rell also wants to install cameras on the highways to catch people speeding. There is even talk of bring tool booths back to Connecticut.

Anyone remember when Weicker closed all of the state parks during another recession?

Maybe I should stop buying a fishing license. My money won't be going to the DEP, and with the certain reduction in conservation officers following this shift of funds, I probably won't get caught anyway.

I bet we will see an increase in parking fees at state parks, and I wouldn't be surprised to the see the price of fishing and hunting licenses go up next year.

I still am just in a state of shock and awe. Our governor promises no new taxes, yet she finds indirect ways of taking it from our pockets anyway. Are we really that stupid?

I have no issue with raising the fees...at least I would be paying a tax on the things I use....

i just wish the money would stay in the dep instead of general fund...complain about politicians all you want but they are not solely to blame for the mess we are in now...

suggest looking in the mirror first..

I assume that "look in the mirror" suggestion was directed at my post. Not sure how to take that. Sure, there are some well-intentioned people in government. But its a fact that bad economic times have been exploited by politicians as an excuse to centralize power--into their hands. To me, this ploy to castrate the DEP smacks of just that.

I took Adam's post to be rather on the money. The country (indeed the world) needs to look in the mirror. This latest government adaptation is, I fear, inevitable.

Our concern for our sport, though important, should be set in context.

Now, back to fishing.

I stopped at the Hunting fishing show in Hartford and a guy said they were going to try and stop the trout stocking all together. This seemed crazy and I dont know what truth there is to it. Any more info?

Sec. 95. Section 26-15 of the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage):

The state of Connecticut assents to the provisions of the Act of Congress entitled "An Act to Provide that the United States Shall Aid the States in Wildlife Restoration Projects, and for Other Purposes", approved September 2, 1937, and the Commissioner of Environmental Protection is authorized and directed to perform such acts as may be necessary to the establishment and operation of cooperative wildlife restoration projects, as defined in said act of congress, in compliance with said act and with rules and regulations promulgated by the Secretary of the Interior thereunder, and no funds accruing to the state from license fees paid by hunters shall be diverted for any other purpose than the protection, propagation, preservation and investigation of fish and game and administration of the functions of the department relating thereto.

if that is the case , how did Mike Dukakis the govenator of ma. take 1 million dollars out of the f & w fund to fund construction of a road, and the following year take another million to give to welfare,,,, another point they may not take the money however the pols can tell dep not to spend it, which will be the case under this bill.

Steve z - that makes it clear re: hunters, but what about every other fee collected by the state? There's nothing to prevent the state from moving their moneis about.

Was not taking a swipe at you...was making that statement as a generality...we all play a part in the creation and solution of this mess.

Regarding fees being raised. Fishing is a pay to play situation. I do not mind paying more for a license if the revenue will be diverted back to the agency (DEP) for their use to continue with stocking, etc. Heck would love to see a few additional Conservation Officers hired as well.

the reality is funding is going to need to come from somewhere...taxes either directly or indirectly (raising of fees) is going to happen.
